The literature reviewed highlighted the considerable variations between the content of IFAs and noted the influence of country-specific factors on their effective implementation. This study explores the question to what extent do these cultural and legal variations explain the discrepancies between the agreements’ content, limiting the scope to France and Germany. The inductive study highlights the differences between all forty IFAs concluded in the two countries through a comparative content analysis and presents results from interviews conducted with the French non-profit organisation ORSE and two experts from Germany. The findings show that French and German IFAs differ from each other with regard to the types of signatories, the variety of topics addressed as well as implementation and monitoring procedures. Besides cultural and social norms pertinent to the countries, the research found that specifically the nature of labour relations shapes the IFAs in terms of the composition and power of the negotiation players, whose interests might further influence the actual concepts of the agreements.
